
You are responsible for your good sportsmanship behavior as well as that of your coaches, players, and parents. RULE: - 2.00 DEFINITION OF TERMS (See "MANAGER")
Unsportsmanlike behavior by a manager/coach at the park will result in ejection from the game. (foul language, arguing with the umpire, disruption of the game) RULE: - 4.06 RULE: - 4.08
Misconduct will not be tolerated. First offense will result in a written reprimand. Second offense of the same behavior will result in suspension from the league. Misconduct can result in removal from the position for the remainder of the season.
Manager and coaches must possess leadership ability and the know-how to work with young children. Training Little Leaguers in the rudiments of teamwork, good sportsmanship, and discipline are attainable goals of the program.
There is no smoking or any other use of tobacco by managers or coaches once the game has started. Their is no smoking or any other use of tobacco when in contact with the players. This includes practice or warming up players.
Each team is responsible for removing all equipment and garbage from their dugout upon completion of the game. Be considerate of the next team coming in.
Unsportsmanlike conduct by a player will result in immediate ejection from the game (throwing helmet, or bat in disgust, foul language, etc.) Misconduct can rusult in game suspension and removal from the team for the remainder of the season.
2.Every player on a team roster will participate in each game for a minimum of six (6) defensive outs and bat at least one time. Substitutes must play defensively for a minimum of six (6) consecutive outs and one time at bat.
3. In the event of a tie, the game will continue until there is a winner or until 10:PM If there is still no winner at that time, the game will continue at another time from the point where it left off.
4. RULE: 1.08 The on-deck position is not permitted. (The "on-deck" position has been eliminated entirely. All "on-deck" circles, cages, and other designated warm-up areas are prohibited due to safety concerns. The batter will be required to go from the dugout to assume the batters position.)
5. RULE: 3.17 Players and Board approved Coaches (2) and the Manager (1) are the only persons permitted in the dugout. No one else is allowed. If a manager allows a non-approved person in the dugout, they will receive a warning. The second offense will result in the manager receiving a one game suspension. Managers and coaches must stay in the dead ball area or the dugout during the game. They are not allowed on the playing field unless they are coaching a base or "Time" is called. RULE: 3.09 Players, managers and coaches may not address or mingle with spectators, nor sit in the stands during a their game.
6. Both scorekeepers must sign both score books. Also,
the home plate umpire must sign both score books upon the completion of
the game. The umpires will come to the press box after the game to sign
the score books.
8. The "infield fly rule" will be called.
9. Only these balks will apply: a.The pitcher, without having the ball, stands anywhere on or within the pitching circle, feints a pitch, or feints a throw to any base. b.The pitcher, while giving an intentional base on balls, pitches when the catcher is not in the catchers box. RULE: 4.03 (a)
c..The pitcher, while touching the plate, accidentally drops the ball. d. The pitcher, while touching the plate, makes any motion naturally associated with the pitch and fails to make such delivery.10. If a Manager should determine that a player is unfit for play at the Major League level, there is a procedure whereby the manager can petition the Board of Directors to cause that player to be removed from the team. Said player shall then be assigned to a Minor League team. The procedure is as follows:
a. The manager notifies the League President and Player Agent.
b. The Chairman of the Board and the three League Presidents shall observe the player’s performance during a game and or practice, and then, should a majority of the committee approve the move, it will be accomplished.
c. The Manager and Player Agent shall then replace that player within 10 days from the date of removal.
d. Any removal of a player must be completed within one month from the beginning of the regular season.11. Five (5) minutes before game time the Managers will meet at the home plate with the umpires. The managers must have their lineups. (As soon as the teams batting order is handed to the umpire-in-chief, the umpires are in charge of the game. RULE : 4.01 (d)). The umpire will provide the game Balls.
12. The umpire will allow one (1) minute between innings for both sides to get ready. The pitcher is permitted to pitch not more than eight preparatory pitches to the catcher. RULE: 8.03 Time starts when the third out is made. The next inning or half inning starts the instant the third out is made.
13. The home team must provide a concession stand worker 15 minutes before the start of the game and must stay 15 minutes after the game end.

2. At the completion of two (2) innings all substitutes who have not already entered the game defensively must now enter the game. Every player on a team roster will participate in each game for a minimum of six (6) defensive outs and bat at least one time. Substitutes must play defensively for a minimum of six (6) consecutive outs and one time at bat. RULE: 3.03. Only starters may reenter the game. A pitcher may not reenter as a pitcher.
3. An inning is concluded at the completion of three (3) outs or when five (5) runs have scored. The play will completed, but only five (5) runs per inning will be recorded.
4. Balks shall not be called. The umpire shall give a warning and explanation with the manager present. No runner shall advance.
5. The offensive team will consist of all players present for the game, and the batting order shall be made up of all players present for the game.
6. No 12 year old pitchers are allowed. REGULATION VI - PITCHERS (a)
7. A pitcher can pitch a maximum of four (4) innings per game.
8. If a runner leaves early, he shall be sent back to the nearest open base.
9. No Win/Loss records will be kept.
10. No new inning can begin after one hour and thirty minutes from the scheduled starting time. If the game is called due to time without an inning being completed the final score will be the score at the end of the last completed inning. The maximum game time is one hour and forty-five minutes.
11. The Home team shall supply the base umpire, the League will supply the home plate umpire. If there is no League supplied plate umpire, then the home team shall supply the home plate umpire and the visiting team will supply the base umpire.
12. The "infield fly rule" will be called.
14. A Minor League player cannot be drafted to a Major League team upon completion of the regular season, or when there is two weeks or less left in the regular Major League season. If there is a Minor League tournament, these games will not be considered regular season.
15. RULE: 1.08 The on-deck position is not permitted. (The "on-deck" position has been eliminated entirely. All "on-deck" circles, cages, and other designated warm-up areas are prohibited due to safety concerns. The batter will be required to go from the dugout to assume the batters position.)

6. At the completion of two (2) innings, ALL substitutes who
have not already entered the game defensively must now enter the game.

after minimum requirements are met.
7. No new inning can start after one hour and thirty minutes from the

11. Bunting is allowed.
12. The home team will provide the game balls and the plate umpire. The visiting team will provide the base umpire.
13. Only players with a league age of seven (7) and eight (8) can participate in AA.
14. No stealing is allowed. In the event of a passed ball, the runners may advance at their own risk provided the ball has passed the catcher.
15.The speed of the pitching machine shall be set at 50. (39 MPH)
16. The home team is responsible for setting up the pitching machine and putting it and the extension cord away.
18. No WIN/LOSS record shall be kept. Scoreboards shall not be turned on during game.
19. A AA League player cannot be drafted up to the Minors League once the regular AA season is complete. Tournament games are not considered regular season.
20.No short pants shall be permitted during practices and games.
21. Score books must be maintained for each and every scheduled game.
22. The pitching machine is in play. A ball striking the pitching machine is considered a live ball.

2.The pitcher shall keep one foot on the pitching rubber until the ball is batted.
3. Base runners must stay in contact with the base until the ball is hit. When players have advanced as far as possible without being put out, or having been retired, the umpire shall call "Time". When the pitcher has possession of the ball on the pitching mound, any base runner not having attained at least one-half the distance to the next base must return to the previous base.
4. The side is retired after three (3) outs or the roster has batted.
5. A batter shall be allowed three (3) swings. If on the third swing, the ball is not hit, the batter shall be called out. If on the third swing the ball is fouled, the batter shall be entitled to another swing. If the batter hits the tee on the third strike, without striking the ball, the batter shall be called out.
6. A batter shall not be allowed to bunt and may not take a half swing or swinging bunt. If in the umpire’s judgment, the batter did not take a full swing, the batter will be called back an a strike called. If this occurs on the third strike, the batter shall be called out.
7. A Board approved manager and or coach may stand near their batter of defensive players to give them advice, but will not interfere with play. The manager or coach must request "Time" from the umpire before attempting to demonstrate a technique or explain a play to a player during the progress of the game.
8. A maximum of two (2) adults (Board approved manager or coaches) may be on the field for supervision during their team’s time of defensive/offensive play, with a maximum of four (4) total coaches per team.
9. A regulation game is one hour and thirty minutes from the scheduled starting time and will be terminated at that point.
10. No protests are permitted in Tee-Ball. No league standings are permitted and no score is to be kept. The "infield fly rule" will not be used in Tee-Ball. No league trophies are presented.
12. If a player throws the bat, the player will receive a warning. If there is a second offense the player will be called out.
13. Sliding is permissible in Tee-Ball. (No head first slides)
14. No defensive player shall pass a line from first base through the pitcher’s rubber to third base until the ball is hit.
15. The home team shall provide game balls and the plate umpire, who is in complete charge of the game. The visiting team shall provide the field umpire. Both umpires will be familiar with Tee-Ball rules.
16. Home base will be cleared of all equipment (tee, bat, etc.) as soon as possible. The Manager/Coach assisting the batter shall be responsible for this.
17. A ball must travel at least ten (10) feet in front of the batter to be in play, otherwise it is considered a foul ball.
18. All teams must use a Safe-Tee-Ball for play.
19. There is only one (1) base allowed on an overthrow.
20. All defensive substitutes must enter the game at the end of the second inning.
21. No short pants are permitted during practices or games.
22. Only a batter at the plate may possess a bat. RULE: 1.08 The on-deck position is not permitted. (The "on-deck" position has been eliminated entirely. 23. When playing on the Tee-Ball Fields, teams do not have to supply
a concession worker. If playing on Field 1, 2, or 3 of the regular fields
the Home team must supply a concession worker beginning 15 minutes before
scheduled game time and ending 15 minutes after the end of the game.
1. ALL PLAYERS WILL BE SCHEDULED TO FIELD A MINIMUM OF THREE INNINGS
EACH GAME. All

MAJORS : Any combination of 12 year olds (maximum of four) may pitch up
to four innings per game. By the end of the 4th inning, a 9,10, or 11 year
old or combination thereof must pitch at least one complete inning.
MINORS: NO 12 year olds may pitch.
4. BALKS:
Majors: Balks will be called and count.
Minors: Balks will be called and count after one warning.
1. Pitcher interrupts forward motion.
2. Pitcher drops ball while standing on rubber.
3. "Hidden ball" Pitcher may not be on clay near
rubber without the ball.
4. Catcher leaves box before pitch is thrown.

6. THE FIVE RUN RULE & THE TEN RUN RULE
If a team scores five runs in one inning, the inning shall be over
for the team batting. Only five runs will be counted.
However play continues until the play is over.
The Ten run rule will not be enforced. (Turn off the scoreboard and
continue play)
7. FIELDER DOES NOT HAVE POSSESSION OF BALL: A fielder may not be in the base runners path if the fielder does not have possession of the ball. The fielder must give the runner access to the base. If the fielder blocks access to the base the runner is automatically awarded the base.
8. FIELDER HAS POSSESSION OF THE BALL: The runner must slide to the
base. If the runner runs into the fielder
without sliding, the runner is automatically out and may be ejected
from the game.
9. Any player displaying unsportsman like conduct will be ejected from the game. (and must be reported to League Presidents)
10. Headfirst slides are not allowed. Runner will be called out automatically. Divebacks are allowed.
11. RAINOUTS: will not be rescheduled
12. MANAGERS OR COACHES WILL BE ALLOWED TO WARM UP PITCHERS.
13. BASECOACHES: TWO ADULTS ARE ALLOWED
14. ONE DEFENSIVE COACH IS ALLOWED ON THE FIELD
15. If a team is short players for fielding , the short team may ask the opposing team to borrow players to fill missing positions. The shorted team may also "borrow" other registered MWLL players from the same league and division. The borrowed player must wear his official team jersey.

18. CONCESSION STAND: The home team will provide a worker 15 minutes before game time until 15 minutes after the game. (may be more than one person)

The Managers:
Are aware that they are an example to those with whom they work.
Demonstrate that they have as appreciation of the philosophy of Little League Baseball, and cooperate with others in making the program of mutual benefit to all youngsters.
Show by example, that they respect the judgment and the position of authority of the umpire. Instill in their players a respect for the authority of adult leaders in the league.
Exercise their leadership role adequately but leave the ball game in the hands of the players.
Within the regulations of their own league and of Little League Baseball, provide an opportunity for each youngster to participate.
Encourage their players at every opportunity. Familiarize themselves with the home background of the youngsters and their families.
Instill a desire to win and improve, striving to impart as much baseball knowledge as possible to each player.
Encourage good health habits, good grooming and care of the uniform.
Are instrumental in shaping acceptable behavior patterns whether the team wins or losses.
Know the playing Rules and Regulations of Little League and be able to interpret them correctly. Play by the rules and adhere to their intent, instilling in the players a respect for the rules of the game.
Are well acquainted with the the player selection system used in their league, and select players for the team according to their abilities.
Are cautious and use sound, reasonable judgment in protest situation.
Have had an opportunity to participate in a preparatory training program concerning their responsibilities before being assigned to their position.
Have Knowledge of first aid and safety.
Have attended and complete Little League’s Prevention and Emergency
Management seminar.
(a) Any player on the team roster may pitch. EXCEPTION: A player who has attained a league age of twelve (12) is not eligible to pitch in the Minor League.
(b) If a player pitches in less than four (4) innings one calendar day of rest is mandatory. If a player pitches in four (4) or more innings, three (3) calendar days of rest must be observed. A player may pitch in a maximum or six (6) innings in a calendar week, Sunday through Saturday. Delivery of a single pitch constitutes having pitched in an inning.

(c) Three players of league age 12 may be used as pitchers (Majors Only) during a calendar week. All three may pitch in one or more games, but each is limited to a total of six (6) innings within the calendar week and subject to rest periods described in section (b). The total number of innings pitched by 12 year olds shall not exceed 12 innings in a calendar week.
(d) A player once removed as a pitcher may not pitch again in the same game.
Rule: 3.03 - A player in the starting line-up who has been removed for a substitute may re-enter the game once, in any position in the batting order, provided:
1. his or her substitute has completed one time at bat and;
2. has played defensively for a minimum of six (6) consecutive out;
3. a pitcher may not re-enter the game as a pitcher;
4. only a player in the starting line-up may re-enter the game.
5. a starter, (S1) re-entering the game as a substitute for another starter(S2) must then fulfill all conditions of a substitute (once at bat and six defensive outs) before starter (S2) can re-enter the game.
Minors League - Local Rule: At the completion of two (2) innings all
substitutes who have not already entered the game defensively must now
enter the game. Substitutes must play at least six (6) consecutive outs.
This is a good rule for Major League teams to follow, do not find yourself
with not enough playing time left for subs.
Rule: 2.00 INTERFERENCE
(a) Offensive interference is an act by the team at bat which interferes with, obstructs, impedes, hinders or confuses any fielder attempting to make a play. If the umpire declares the batter, batter-runner out for interference, all other runners shall return to the last base that was, in the judgment of the umpire, legally touched at the time of the interference, unless otherwise provided by these rules. RULE: 7.08 (b) (f) (g) 7.09 (a) - (m)
(b) Defensive interference is an act by a fielder which hinders or prevents a batter from hitting a pitch. Rule: 6.08
(c) Umpire’s interference occurs (1) when an umpire hinders, impedes or prevents a catcher’s throw attempting to prevent a stolen base, or (2) when a fair ball touches an umpire on fair territory before passing a fielder.
(d) Spectator interference occurs when a spectator reaches out of the stands or goes on the playing field, and touches a live ball. RULE: 3.16
(e) On any interference the ball is dead.
Rule: 2.00 OBSTRUCTION
Obstruction is the act of a fielder who, while not in possession of the ball or not in the act of fielding the ball, impedes the progress of any runner. A fake tag is considered obstruction. RULE: 7.06
Rule: 2.00 APPEAL
An appeal is an act of a fielder in claiming violation to the rules by the offensive team.

Ball Feeding Instructions
The following feeding instructions should be used to insure accurate
and efficient operation of the JUGS Machine.
Hold the ball the same way every time.
Hold the ball high in the air where the batter can see the ball, then bring the ball down to the chute simulating the action so that the batter can time the ball correctly. The whole feeding operation should be smooth without interruption.
Very Important: By far the most important point is that before you place the ball in the feeding chute, you look up at the hitter and make absolutely sure the hitter is watching you, ready to receive the pitch. It is extremely important that you make sure the immediate area in front of the machine and all the way to your target is clear, before you feed the machine.
Watch the ball into the wheel, then look up at the hitter.
USE CAUTION
1. Home team is the official score keeper.
2. Home team score keeper and visitor’s score keeper must sit up in the score box for the entire game.
3. Only the score keepers are allowed in the score box during a game. No children are allowed in the score boxes. Children are not allowed to operate scoreboards.
4. There is no smoking in the score box. All trash should be removed from the score box after your game. If your game is the last of the day, please turn off score box and amplifier, lock up the windows and door.
5. The Score Keeper does not cheer for their team or coach from the press box. The Score Keeper is a League Official and must stay out of the game.
6. Score keepers must sign the opposing team’s score book after the game. Plate umpires must sign the Home Team Score Book.
7. Score keepers are NOT to volunteer information regarding teams batting out of order.
This information can only be requested by a coach or umpire. Score Keepers
interfering with the operation of a game may result in a protest of the
game. Please remain uninvolved in the process of the game unless instructed
otherwise by the umpire.
As a Score Keeper you are a league official and are urged to prevent
all protest situations. Such as an illegal pitcher or illegal substitution.
To report a possible protest situation, get the attention of the Umpire
in Chief. The Five Run Rule per inning should also be volunteered.
8. All Major and Minor League Official Score Books are kept in the back room of the concession stand. They are to be returned there directly after each game. Official Score Books DO NOT leave the ball park. Coaches may assign a second score book to be kept for the team’s stats.
9. Please be sure each game in the score book page is dated. The Pitching section MUST be completed with the innings pitched and the age of all pitchers. The final score and the winning team should be written and circled in a open area. This makes stats keeping by league officials easier. Please use pencil in scoring the official book. Make all erasures clean.
11. If a Player does not play in a game, include his name in the score book with substitutes and supply the reason he did not play.
12. If a player does not receive the required playing time, circle his
name in the score book and notify the team manager immediately. This player
must start the next scheduled game and make up the previous game's required
time as well as satisfy the requirement for the ensuing game. Failure to
comply may result in suspension of the manager. Absence or reprimand is
the exception. If a child is being reprimanded the league president and
player agent must be notified in writing before any action is taken.
WARNING: Protective equipment cannot prevent all injuries a player might receive while participating in Baseball.
What Parents Should Know About Little League Insurance.
The CNA Little League Insurance program is designed to afford protection
to all participants at the most
economical cost to the local league. It can be used to supplement other
insurance carried under a family policy or
insurance provided by parent’s employer. If there is no other coverage,
CNA Little League insurance which is
purchased by the league, not the parent takes over and provides benefits,
after a $50 deductible per claim, for all
covered injury treatment costs up to the maximum stated benefits.
This plan makes it possible to offer exceptional, low-cost protection
with assurance to parents that adequate
coverage is in force at all times during the season.
If your child sustains a covered injury while taking part in Little League
Baseball, here is
how the insurance works:
1. File claim initially under insurance carried by the family: Blue Cross,
Blue Shield or any
other insurance protection available.
2. Should your family insurance plan not fully cover the injury treatment,
the Little League
CNA Insurance Policy will help pay the difference, after a $50 deductibles
per claim, up to
the maximum stated benefits. This includes any deductible or exclusions
in your own
insurance.
3. If your child is not covered by any family insurance, the Little League
Insurance
becomes primary and will provide benefits for all covered injury treatment
costs, after a
$50 deductible per claim, up to the maximum benefits of the policy.
4. Treatment of dental injuries can extend beyond the normal 52 week period
if dental
work must be delayed due to physiological changes of a growing child. Benefits
will be paid
at time treatment is given, even though it may be some years later. Maximum
dollar
benefit is $500 for eligible dental treatment after the normal 52 week
period subject to the
$50 per claim deductible.

The Tee-Ball League, when playing on their own fields are excluded from concession duty. If T-Ball games are scheduled for Fields 1, 2 or 3, concession workers will be required from the home team.
Please, managers have your Team Mom’s aware that it is important to have your workers in on time. In-between games is a very busy time and the Board member in charge of the concession is usually to busy to leave and find the scheduled worker.
Please don’t forget drinks for the players. You can purchase tickets at the concession stand for 35 cents a drink. This ticket is good for a small soda or hot chocolate.
